World Wide Web Consortium (W3C) Web Standards
official standards for Web development. Extends from Web languages to include the semantic web and web-enabled devices.
Web Standards Project (WaSP) Web Standards
an organization that promotes Web standards and a more accessible Web. Has tutorials, articles and interviews, and reference materials; their new project, webstandardssherpa offers a community-based forum on Web standards topics.

Net.Tuts.Plus
is an excellent source for Web development tutorials, covering the usual suspects (HTML/CSS, Javascript), as well as more complex development languages and topics (PHP, Ruby and CMS development). While some premium tutorials have an associated cost, many are free.
